Government authority located in Michigan, USA; based organization looking for expert vendor for job classification, salary and benefit study system.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide job classification, salary and benefit study system to ensure the total compensation package is internally equitable, externally competitive, and legally defensible.
- Evaluate the classification for each position within the Merit Employee Group
- Develop and recommend a recruitment and retention system for executive level management employees
- Present recommendations and implementation plan to Administration, Merit Commission and Non-union Group Employees
- Attend and present plan to executive leadership during scheduled meeting to explain classification, salary and benefit study and process.
- Executive leadership meeting will include full-time Elected Officials and Department Directors and HR Manage
- review positions that have been identified / recommended for classification adjustment (higher or lower) and discuss implementation strategies for such adjustments
- review the complete job classification and salary and benefit study
- Conduct analysis of the current pay grade structure for each position / classification.
- develop new salary structure based on the results of the survey and best practices.
- Conduct analysis of the current classification grade methodology.
- Review current non-union job classifications
- Determine each position relative worth within the organization.
- Finalize class specifications and recommend appropriate classification for each position, including correction of identified discrepancies between existing and proposed classifications.
- Identify and recommend a consistent and competitive market position
- Assist in effectively communicating the study recommendations.
(2) A pre-bid meeting will be held on October 2, 2019.
(3) All questions must be submitted no later than September 24, 2019.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
