[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide comprehensive compensation and benefits study services to be market competitive and to maintain internal equity in order to continue to recruit and retain a highly qualified workforce to the government authority located in Bloomfield Hills, MI.
- This study shall be conducted in accordance with generally accepted compensation methods, must meet all legal requirements, be non-discriminatory, and must provide for compliance with all pertinent Federal, State and local requirements
- The Township desires to work with a consultant to evaluate and identify an overall compensation strategy, to update or implement a new job evaluation plan, to ensure internal equity is maintained, to reposition compensation where necessary, and to ensure market competitiveness in the future
- To attract and retain qualified employees
- To provide equitable compensation and benefits for all employees of the township
- To review the current job descriptions and job levels and make adjustment as necessary
- Conduct a competitive market analysis of current pay and benefit levels and workloads
- Analyze the quality and competitiveness of the township benefit programs; make recommendations for changes that integrate with a total compensation strategy
- Develop a job evaluation system that is flexible, defensible, valid and reliable to evaluate current and future jobs
- Conduct a comprehensive internal equity evaluation of each job
- Develop pay and classification structures to possibly be implemented for each employee group that support pay equity between employee groups, between full-time and part-time equivalents, and within the hierarchy of the organization
- Identify specifications and competencies for each job that can serve as a basis for the development of job descriptions to support performance measurement and employee development
- Recommend pay and compensation strategies for key positions as necessary to aid in the retention of current talent and recruitment of qualified external applicants and to ensure market competitiveness in the future
- Provide documented guidelines and procedures for ongoing pay system administration and to facilitate future requests for classification changes
- Provide training and support for human resources and management staff to facilitate the township ability to, understand, utilize, and update the adopted compensation system, and to ensure transferability of knowledge and skill in applying the methodology used
- Prepare final report for review with township administration, present to the township board and provide implementation support
- Have current job descriptions reviewed and updated, and create job descriptions for those that are non-existent, including reviewing minimum qualifications, physical requirements, working conditions, licensure and certification and responsibilities
- Conduct an impact analysis showing the effect of proposed changes on all existing classifications and positions by employee

Performance of the work will be offsite. Vendor needs to carry work in their office location.
