Government authority located in Michigan; USA based organization looking for expert vendor for strategic planning development and facilitating service.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide strategic planning process, and facilitating the first phase of that process with internal staff and partner organizations utilizing relevant housing, homeless, and demographic data.
1. Work with the SPT to create a phased strategic planning process:
a. Detail and complete Phase I (including internal staff and some key partners)
b. Provide recommendations for Phase II (external)
2. Create key data fact sheet in partnership with SPT to prepare staff for strategic planning that includes but not limited to the following:
a. Housing gaps within Michigan by type and geography;
b. Housing disparities of marginalized communities;
c. Baseline financial information for the Authority (i.e., its Operating Budget);
d. Production/services numbers (i.e., number of households receiving a Single- Family mortgage, number of Low-Income Housing Tax Credit Units funded, number of mixed- use units funded, etc.);
e. Other information as identified by consultant and SPT.
3. Plan and facilitate, as part of the Authority’s All-Staff Meeting this fall, a kick-off of Phase I of the strategic planning process (approximately 300 staff, maximum four-hour meeting, held off-site at a location to be determined in Lansing)

a. Brief overview of aforementioned fact sheet;
b. Explanation of strategic planning process and objectives; and
c. Facilitated discussion to start strategic planning and next steps.
4. Plan, host, and facilitate strategic planning sessions with close partners and experts in Michigan housing policies.
5. Additional meetings with staff necessary to complete Phase I of the strategic planning process.
6. Debrief with the SPT and written summary of the following:
a. Phase I of the strategic planning that includes comments, feedback, and suggestions; and
b. Recommendations for Phase II.
(2) All question must be submitted on August 8, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
