[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide broker and consultant services to perform the full range of services related to the design, implementation, maintenance, communication, and improvement of the group medical, dental, COBRA, FSA, life and disability programs, as well as optional ancillary employee paid products for the employee benefits program to the government authority located in Kalamazoo, MI.
- Provide depth and breadth of expertise in all matters relating to health and welfare employee benefit plans,
- Review all aspects of the benefits programs and make recommendations for changes based on
financial needs, employee needs, retiree needs, board requirements, governmental compliance, industry trends or market conditions,
- Model the cost impact of any recommended or mandated changes,
- Assist in the administration of all group insurance plans, responding to questions from and
providing information to staff, and providing other consulting services during the course of the
plan year,
- Assist in complying with laws and regulations related to employee benefits,
- Review of and analysis of claims experience, claim service, and claim administration to ensure
maximum benefit,
- Determine and recommend the most economical funding methods for the benefit programs,
- Represent in all negotiations with providers on all issues including those related to premiums, benefit levels, plan design and special terms and conditions,
- Meet with and provide reports to various representatives including the human resources department, finance and administration,
- Assist with the implementation and communication of new programs or changes to existing programs, which will include drafting of communications and presentations as well as attending and presenting information at open enrolment meetings,
- Research and advise of any new developments in the law and employee benefit programs on an ongoing basis,
- As requested, prepare specifications and soliciting proposals from insurance markets that specialize in group insurance plans as needed, evaluate administration, claim payment procedures, customer service, network, reserve establishment policies, financial soundness, and identifying the most cost‐beneficial package from among the various bidders,
- Interface with insurance carriers as needed to assist in the resolution of problems associated with the benefit programs,
- Assist in the establishment of COBRA rates and illustrative rates for self‐funded insurance programs to ensure appropriate costing of benefit plans,
(2) All the questions must be submitted no later than June 17, 2019.
