Government Authority located in Michigan; USA based organization looking for expert vendor for risk based asset management software.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide risk based asset management software.
• Contain business analytics and management tool with the ability to work with water distribution
networks.
• Completely compatible with ERSI’s line of GIS products, such as ArcMap, leveraging existing GIS and IT investments with a data collection platform. Specifically, compatible with ArcGIS 10.1, 10.2, 10.3, 10.4, 10.5.
• Software must function as an extension within the existing ESRI/GIS architecture. Must be able to assist, to review, organize, and analyze all asset information.
• Ability to exchange information with other enterprise CMMS databases.
• Provide risk-based rehabilitation planning.
• Provide proactive operational planning.
• Provide infrastructure data validation.
• Ability to use any ESRI-compliant custom scripting.
• Ability to store information about incidents and tasks related to network.
• Ability to create thematic maps with flexible symbology.
• Must contain documentation and reporting tools. Contain standard reports and provide ability to generate custom reports and graphs.
• Provide a management dashboard to track service metrics and other key operational data.
• Ability to provide risk analysis for each asset within the network to drive capital and maintenance actions to prioritize future efforts, timelines, estimate budgets and justification for additional funding.
• Ability to calculate risk as consequence of failure (COF) and likelihood of failure (LOF).
• Maintain ability to generate decision trees or flowcharts using core logic to accommodate simply and complex justifications based on user defined data.
• Ability to review all data within the software, interactive within the network, superimposed on each pipe and review and modify planned rehab and maintenance activities.
• Software must have an option for technical support and warranty and able to be upgradeable and updateable.
(2) All questions must be submitted no later than May 3, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
