Government Authority located in Michigan; USA based organization looking for expert vendors for Digital Evidence Management Solution.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide an out-of-box digital evidence management solution for the storage and management of an unlimited number of images, raw images, video, audio and other file types and to be installed by vendor onto County-owned storage system or as a vendor-hosted software as a service solution.
- To replace the current system of manual upload, storage and transfer of digital evidence;
• To invest in a software solution that allows for unlimited upload and authentication of digital files;
• To implement a solution that has current or future mobile device integration capability;
• To benefit from a modern software that has features that provide workflow efficiencies;
• To maximize the data migrated from the prior DEM system currently in use;
• To expedite the upload, storage and transfer of digital files within a single location;
• To provide a user-friendly, efficient and secure environment for the storage and retention of all County-owned/managed digital evidence;
• To allow County agencies to have secure data ownership and uniform exchange with the County Prosecuting Attorney’s Office;
• To allow separate system administration and security for each participating agency
- Vendor shall be responsible to manage all security, data back-up and disaster recovery. Vendor is required to provide detailed description of the standard operating procedure in the event of an interruption of service, up to and including breach of data. The procedure must include process for customer notification, classification system for interruption and/or outages, and communication plan through recovery time.
- Data must be stored in a secure and encrypted environment. Connections must provide encrypted data transfer. Please explain your data replication (RPO) and data backup process.
- The system should provide for, at a minimum, web-enabled upload and transfer of digital evidence from mobile devices. Proposals should highlight all advanced features and functionality of the proposed mobile application, whether current or future.
- digital evidence data will be migrated into the proposed system, including all data elements that can be converted.
- Import (manual entry, file transfer, other) of current digital evidence data and associated information from the County’s existing process (Case Number/Narratives) into the vendor system, including file format and specifications, must avoid any possibility of file name duplication.
(2) All question must be submitted no later than April 22, 2019.
(3) The contract term will be for five years.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
