[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide employee benefits consulting services to assist county administration and human resources with strategic planning, legal compliance, benchmarking, plan management, vendor renewal and procurement, financial management and budgeting compliance, and benefit delivery for our health and wellness benefits program provide to both our active employees and retirees to the government authority located in Grand Rapids, MI.
1. Strategic Planning, Analysis and Reporting
- Partner in establishing short and long-term benefit goals and objectives with human resources.
- Conduct research and provide advice regarding best practices, trends, benchmarks, analysis forecasts and project future level of reserves.
- Explore alternative employee benefits programs and make recommendations for alternative benefit design or delivery systems.
- Partner with county in the development, implementation and on‐going management of an effective and measurable wellness program that will reduce health & welfare costs over the long term.
- Provide, maintain and update comparisons reports of another public sector employers plan offerings and costs.
- Monitor, analyze, notify and provide guidance on pending or new legislation.
- Provide plan design modeling.
- Evaluate alternative funding options.
- Assist with the development, negotiation and implementation of health and welfare providers on various topics, including, but limited to, premium rates, benefit levels, performance standards and guarantees, contractual terms and conditions, quality assurance standards, utilization and performance reports, statistical and financial reports.
- Provide guidance and assistance with maintaining, reviewing and analysing financial and claims data, provide periodic financial reports.
- Assist the County in monitoring and analysing experience trends and providing timely alerts on changing patterns and appropriate recommendations.
- Provide data warehousing of county’s self‐funded medical and pharmacy claims data. Use claims data to perform predictive modeling.
2. Actuarial Services
- Make funding recommendations, projections and appropriate illustrative rates (August) based on an annual claims analysis.
- Develop Incurred but Not Reported reserves.
- Assist county by pricing and analysing benefit change options; project effect of possible benefit changes on plan costs.
- Provide annual estimates of renewal rates and cost trends to assist county in preparation of up‐coming year’s budget figures.
- Project effect of employee contribution changes on participation and renewal costs.
- Provide cost impact associated with wellness program.
3. Vendor Management, Renewal and Marketing
- Represent the county and the best interest of the county in all negotiations with vendors. Prepare RFP(s), interview questions and audit review of proposals received and provide detailed analysis of proposals, assist with the proposal process, complete a disruption analysis, provide recommendations of contract award of vendors.
- Provide support in the management of vendors and resolution of administrative issues, assist with claims and billing issues as requested and conduct periodic meetings as necessary.
- As directed, negotiate all insurance vendors’ contracts, services and renewals with vendors.
- Partner with county to create performance guarantees for all benefits vendors, monitor compliance and resolve problems when applicable.
- May conduct or participate in audits of vendors.
- Advise and assist in reviewing contracts, plan documents, insurance policies and other documents for applicability, accuracy and consistency.
- Conduct thorough market research in preparation for contract renewals and benchmarks.
- Coordinate benefits decisions and plan details with the vendors.
- Facilitate service meetings with vendors.
- Develop and manage implementation schedule for plan, vendor or service changes.
4. Communications Support
- Assist the county technically and creatively in developing communication and education materials.
- Provide consultation on plan interpretation and problem resolution including attendance at periodic meetings to facilitate and assist with the management of the county’s program.
- Review all employee communications to insure that all required notifications are distributed appropriately.
(2) All questions must be submitted no later than May 3, 2019.
(3) A pre‐submission conference will be held on April 25, 2019.
(4) Contract term will be five years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
