Government Authority located in Michigan; USA based organization looking for expert vendor for multi-factor authentication system.
[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide multi-factor authentication system for a Multi-Factor Authentication system/platform to front end/integrate with its current Microsoft Active Directory/ADFS based authentication platform including O365 and other SAML applications.
• The system must serve up to 2500 faculty and staff and must provide opt-in and opt-out flexibility. Unfortunately, participation will likely be less than 10% of that given a culture of Higher Education users that hinders the institution’s ability to mandate use. As such, bidders are encouraged to provide license plans that cost effectively grow with system use over time. Bidders will be required to provide a strategy to improve participation levels over time in their proposal response.
• A portion of the targeted audience are part-time instructors and staff who may not require access for a full year. The solution must decrement license count as these users are removed from, or disabled within, the Colleges active directory.
• Primary requirement is for off-campus/off-network authentication. The preferred system would utilize the current ADFS infrastructure for on campus devices.
• The system must work seamlessly with the College’s Microsoft Active directory and ADFS environment which includes WAP’s.
• The college seeks to pay for only the users that use the system. Bidders shall denote invoice intervals in their bids that best accommodate that.
• System functionality shall include several methods to verify identity so users can chose the most convenient/appropriate method for them, increasing the participation rate. Examples include soft token push notifications, grid card, and device authentication.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
