[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide workforce information management and data exchange system.
1. Increase residential employment, improve the financial stability of families and reduce the poverty rate
- Increase earnings and earning potential of working families
- Assist working families in managing income, expenses and debt
- Help families connect to wraparound services that support financial stability
2. Build and support a workforce system that yields the greatest benefits for job seekers and businesses
- Fund training and service providers with strongest capacity to deliver evidence-based and innovative workforce programs
- Incentivize integration of critical services and collaboration across providers
- Ensure that mix of training and services removes barriers to work and equips underemployed and out of work Detroiters with needed skills, while connecting to and driving economic growth
- Better reach and serve disengaged workers
- Improve quality of services: customer-centered program design with professional career navigation and advising support
- Increase access to and engagement in programs through a strategic mix of physical locations and technology enabled services
- Promote a system that identifies and values skills and competencies
3. Maximize impact and value add as workforce intermediary:
- Achieve operational excellence through improved processes and outcomes
- Ensure investment and programmatic decisions are data-driven
- Assess and promote assets of partners in providing services
4. Support continuous improvement and innovation within workforce development and among partners
- Tracking of employment outcomes, automated where possible (e.g., repository for validation of placement, web-based methods for job seekers or employers sharing information on placements)
- Tracking of self-guided services, via resource room or other location, automated where possible (e.g., swipe card or login used in resource room)
- Tracking of training program and workshop attendance, automated where possible
- Workflow automation including work queues, work routing based on roles, and individual role-based work lists and reminders
(2) All questions must be submitted no later than November 1, 2018.
(3) A bidders’ conference will be held on October 25, 2018.
[C] Eligibility:
- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
