(1) Vendor needs to provide social equity study service to the government authority located in Detroit, MI.– Identify key barriers and facilitators to creating social equity in the cannabis market.– Conduct a discourse analysis, including developing and implementing a coding scheme, of legal, policy, and community debates related to recreational cannabis and social equity.– Conduct interviews and distribute incentives.– Analyze minutes and public commentary from relevant committee and council meetings.(2) All the questions must be submitted no later than April 15, 2025.
