(1) Vendor needs to provide mobile applications development, installation, maintenance and training services must be able to function in Wi-Fi and cellular modes as well as disconnected mode with the ability to develop mobile applications as stand-alone windows executables as well as cross-platform support for mobile operating systems and web browsers.
