Government authority located in Michigan; USA based organization looking for expert vendor for IP telephony system.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide IP telephony system and phone system is a Panasonic PBX with approximately 50 handsets and a voice mail system.
- Voice: The current primary phone service serving the City is an ISDN PRI circuit from Grid4 Communications.
- Call flow: Calls to the City are answered by staff (vs. an automated attendant during the day),
who then transfer the caller to the appropriate individual (departmental answering positions).
Callers familiar with the City can directly reach the desired staff member or department by calling
the appropriate DID number.
- The LAN infrastructure (Network switches) will need upgrading accommodate VoIP phones.
- Their solutions for handling and improving upon the City of Center Line’s current telecom capabilities and uses, vendors should keep in mind that the City’s objectives for this project include implementing
• A cost-effective replacement for the existing office phone services. • A telephony solution that is easy to maintain by City personnel, both on-site in Center Line and remotely.
- Transfer directly to voicemail – This feature would be helpful for employees to easily put an outside caller directly into another staff person’s voice mailbox. Vendors will be asked to demonstrate ease of use.
- Transfer calls to Cell Phones and other communities – several City departments expressed an interest in transferring calls to cell phones, as well as to other communities (in particular, the Police Department.
- Call Logs (Telephone set feature), Provide detail how this information is presented to individual users on their telephone (Missed Calls, Outgoing Calls, Incoming calls) on their phones, including how many records are saved and if this available on all the phones included in your proposal. - Emergency Notification – Provide details on how your solution notifies key Public Safety personnel when 911 is dialled from a City phone - this should include both audio notification as well as a screen pop on computer as designated.
- Mass Notification – Request options from vendors on options that can be integrated with the Phone system to enhance this communication for both Emergency and Nonemergency events.
- Call Logs (System Reports) – Provide detail on System Reports that will provide call logs, with detail on time and date of call and originating station.
(2) All question must be submitted no later than October 25, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
