Government Authority located in Detroit, Michigan; USA based organization looking for expert vendor for affordable care act reporting service.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide affordable care act reporting service to the government authority located in Detroit, MI.
1) ACA Services - Data Intake
(a) The vendor will provide agency with data file format.
(b) The vendor will receive file and perform a full file test report for ACA electronic filing and employees’ forms in digital form.
i. The vendor will review with SMART any errors
(c) The vendor will continue to perform test reports until SMART and the vendor agree that file is
sufficient for submittal to the IRS.
2) IRS Reporting
(a) By the IRS deadline (including extensions), the vendor shall prepare the electronic (1094-C) reporting for delivery to IRS. A copy of this electronic file shall be delivered to SMART also.
(b) By the IRS deadline (including extensions), the vendor will prepare employee statements (1095-C) per IRS instructions, and will deliver such statements to employees. PDF copies of every employees report shall be given to SMART.
(c) In the event SMART desires to file Forms 1094-C and 1095-C instead of the vendor performing this function on their behalf, the vendor will provide data needed by SMART for annual IRS reporting by delivering such data by February 28th, (or March 31st, if filing electronically) or the applicable due date based on an approved extension, to the Plan Sponsor or to any third party designated by the Plan Sponsor.
(d) The vendor will provide client with data accumulated in the event of a question or IRS audit.
3) Consulting
(a) The vendor will respond to questions regarding Employer Mandate compliance.
(b) The vendor will review data and identify patterns and trends which have developed as a result of benefit administration.
(c) The vendor will provide direction regarding advisable courses of action based on Employer Mandate requirements and data analysis.
(d) The vendor will advise of changes and revisions to the Employer Mandate that could affect benefit administration.
4) Documentation
(a) The vendor will develop and maintain a record for each employee receiving pay.
(b) The vendor will prepare an affordability determination and potential 4980(h) penalties.
(2) The contract term will be for three years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
