[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide crisis center project evaluation consulting services to the government authority located in Grand Rapids, MI.
- A target population description along with a list of necessary and essential services categorized by the target population and potential service delivery partners. This could be coordination of services by current providers or new models created in collaboration with the county and health systems. The information needs to include limitations and opportunities of the state Medicaid plan and associated procurement rules as well as the local community context. The evaluation of potential service partners shall include, but not be limited to, the following:
- Inebriate Care Centers
- Psychiatric Hospitals
- CMH
- Behavioral Health Service Providers
- Organizations that Respond to essential Social Determinant of Health issues
- Determine financial costs and financial sustainability of the recommended solution over a five-year period (i.e. a rigorous business plan for capital and operational revenue/expenses). At a minimum, this should:
- Determine the build out costs of developing a crisis campus (if proposed). What are the likely development costs of this project, including real estate, site planning, facility costs, and the like, based on proposed services.
- Include benchmarks around revenue, expenses, and outcomes of the proposed model (i.e. the critical dashboard metrics). this should include: a) taking into account how emergency department costs are currently borne by the acute care system payment structures as well as other community service providers such as law enforcement and public health; b) the assumption of savings generated through redirection of patients away from hospital emergency departments to the crisis center; c) the likely ongoing operating costs for the crisis center with its fully developed array of services, including staffing, facility, transportation and ancillary services; and d) the viability of providing full services, which would include medical evaluation and outpatient services, on a crisis center campus.
(2) All questions must be submitted no later than May 16, 2019.
