[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide crime victims compensation system includes the following.
- Able to submit an application via multiple methods, including US postal service mail, e-mail, fax, or via a web portal
- Any web interface must be compatible and friendly for use on mobile web browsers or a mobile app made available
- Ability to provide required supporting documents related to an application via US postal service mail, e-mail, fax, or web portal
- Able to see what missing information or supporting documentation is required from them to complete the application process
- The system must support a variety of file types for supporting documents, including traditional office documents
- The system must assign a unique identifier to each application and display it prominently for future reference purposes
- The system must assign a unique identifier to each supporting document and display it prominently for future reference purposes
- When not entered via the web portal, the system must allow crime victims staff to import the application or supporting documents with character recognition whenever possible to reduce manual entry
- Ability to suggest an association between a supporting document and an application, or have crime victims staff overrule that suggestion
- If a supporting document arrives prior to an application, or cannot be matched with an existing application for whatever reason, the system shall retain that document as an "orphan document
- As existing applications mature or new applications arrive, the system shall continue to suggest matches for orphan documents to be associated with a particular application for crime victims’ staff to validate
- The system must automatically detect potential duplicate applications based on defined business criteria for crime victims’ staff to mitigate by merging or rejecting the duplicates
- A public user must not be required to create a user id to submit an application, in other words, a user id is allowable, but optional
- When the public user has a user id, their application shall be associated with that user account
- The web application must utilize the som single sign-on standard for creating and managing user accounts
- Able to check the status of their applications process, whether they have a user id or not, such as open and closed or paid and denied
- Providers must have the ability to view the status of any claims, including open and closed or paid and denied
- Ability for providers or other partners to contribute supporting documentation to an application and clearly know the list of documents pending for them to supply. supporting documents from partners must be accepted via the same methods as from the public with non-electronic import available and orphan document management
(2) All questions must be submitted no later than April 16, 2019.
(3) The term of the contract shall be five years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
