[B] Scope of Service:
(1) Vendor needs to provide investment manager services to the government authority located in Grand Rapids, MI.
- Provide full-time, discretionary management of 50-200 USD million in surplus funds investments.
- Execute securities purchases and sales in accordance with the city’s investment policy and Michigan public act 20, as amended.
- Provide quarterly reports investment reports which include:
 a. A description of market and economic conditions
 b. Investment strategies employed
 c. Investment performance
 d. Suggested changes to investment strategy
 e. Detailed portfolio holdings including:
 i. Accrued interest
 ii. Amortized cost security ratings
 iii. Market values transaction details
 iv. Principal and interest payments, earnings
 v. Investment portfolio summary statistics. - Review investment strategies and performance with treasurer’s office investment team on a quarterly basis.
- Annually, review investment policy and provide written comment and recommended changes.
- Proactively recommend and implement strategies for minimizing portfolio risk and enhancing portfolio performance while adhering to investment policy and cash flow needs.
- Monitor the creditworthiness of financial institutions and investments in the portfolio.
(2) All questions must be submitted no later than December 31, 2018.
