Government Authority located in Michigan; USA based organization looking for expert vendors for treasury revenue sharing and personal property tax system.
[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide treasury revenue sharing and personal property tax system for the development of a Personal Property Tax Reimbursement System and a Revenue Sharing System or one combined system that integrates the two systems into one. Treasury is looking to bid the two systems together with the possibility of cost reductions and efficiencies. Reimbursement System is a completely new system, while the Revenue Sharing Systems is currently a Red Card Application.
The system calculates approximately 3,200 payments a year. The payments amounts are transmitted from Treasury to the Local Community Stabilization Authority. The Local Community Stabilization Authority processes the payments.
-A centralized, single database
- A reduction in manual data entry
- The main revenue sharing payment types which are processed every two months are constitutional and statutory. Constitutional payments are guaranteed unrestricted payments to local government units computed on a simple per capita computation. Statutory payments are highly flexible and change yearly depending on the laws that the Michigan Legislature enacts
- A new system will need to have the capability for rapid development and the flexibility so that staff can maintain and administer the constantly changing formulas. Other payments take place with different timeframes for each payment
- Accurately and quickly compute required revenue sharing payments
- Rapid development for changes in formulas
- Staff maintains the changes in revenue sharing formulas and underlying table
- System is completely documented including programming code, table structures
- Quick turnaround from the vendor for changes that staff cannot perform ourselves
- Improve customer service
- Automate current manual and legacy processes into a single intuitive interface
- Provide a unified and self-maintained security system
- Allow for data to be easily imported and exported for changes in laws and analyses
- Provide for current reporting needs and rapid development of new reporting requirements
- Provide for required audit logs
- Provide tools and the environment for efficient ad hoc querying and table creation
(2) All question must be submitted no later than January 11, 2018.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
