[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide new hires reporting services to collect, compile and report employer's new hire data to the state to the government authority located in Grand Rapids, MI.
- Public-facing website wherein employers may create a user profile and securely submit information related to newly hired employees.
- Contractor shall provide the following services to ensure timely, accurate and complete collection, compilation and reporting of employer's new hire data to the state receiving and processing paper and electronic submissions, compiling the data using the current file formats for submittal of records, transmitting the data electronically to the state and providing outreach and support to employers to ensure required data is submitted timely and accurately as required.
- Maintain a website for employers to submit new hire data, review and approval of the web design and content is necessary from department, contractor will provide the new hire link for placement on state websites, new hires website is to provide employers with new hire reporting information, including general information, frequently asked questions, file layouts, submission selections, and related compliance and submittal information, website will allow employers to submit new hire reports via the web, website will provide employers with a view of the new hire reports it has submitted, website will allow employers to correct rejected new hire reports, contractor shall update any information associated with the website and ensure the website continues to provide secure access, contractor may also be required to participate in a workgroup to discuss standards for the state child support program websites and incorporate approved changes to the new hire web sites to meet the child support program goals, shall obtain feedback from employers regarding website usability and functionality, such feedback will be considered for design changes and improve use/compliance levels and bidders are encouraged to propose alternate processes for efficient review and approval of web designs and content to speed up implementation of changes.
- Website shall allow limited child support staff to view all records, materials and documentation submitted by each employer on each new hire, the website shall allow limited child support staff to view all information submitted by each employer regardless of whether it is currently in the transmission file to the state, website will allow limited child support staff to view the employer profile information the contractor has in its database.
- Contractor will use batch identification and tracking system to facilitate record identification and accountability for approval by a procedure for batch accountability to assure that all data received is accounted for, captured, and delivered, contractor must ensure that all documents received each day are processed and that batching and processing of batches will not cause delay, contractor will assign a unique tracking number to each new hire report and have the ability to pass the tracking number to the state at such time the state is prepared to receive it. the state may provide feedback to the contractor regarding report record errors such as missing required information, incorrectly formatted information, etc. to the extent possible, the contractor will address the errors.
(2) All question must be submitted in written no later than October 31, 2018.
