[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide executive director service to the government authority located in Dearborn, MI.
- The preparation of development plans and the scope and timing of specific projects related to downtown revitalization, collect and track data specific to concerns, conduct research.
- Provide day to day oversight of projects, act as the representative, review invoices, maintain all financial and project data, ensure timeline and task execution of all projects.
- Act as advocate, create, and maintain a cooperative working relationship with existing and new business owners and operators, developers, residents, and local agencies. Maintain and disseminate information as it pertains to the districts.
- Administer the budgets, develop and maintain annual budget.
- Promote events by developing, maintaining, and creating promotional events and materials that support the downtowns and encourages partnership relationships.
- Plan, coordinate, and execute all events in the downtown districts.
- Develop, plan, and manage all events and promotional advertising.
- Secure entertainment and activities for events.
- Coordinate and secure rentals and supplies for events.
- Promote and organize committees and sub-committees and related meetings.
- On-site and lead event management on scheduled days of events.
- Lead Farmers market committee, promotions, and organization.
- Solicit sponsors, recruitment of businesses, and vendors for participation in programs and events.
- Management and maintenance of vendors, businesses, volunteers, sponsors, and participant communications.
- Recruit and manage volunteers for events and planning committees.
- Organize and administer façade improvement and other programs that are used as assets for
economic development.
- Manage all administrative tasks, including, but not limited to, management and coordination of the office and customer service areas and displays, daily work-week office operations, management of the DDA office, website, social media sites, email lists, record keeping, project status reporting, preparation of meeting agendas and minutes, schedule meetings and provide required notices.
- Ensure that the DDAs abide by all applicable federal, state, and local laws and regulations while maintaining associated records and reporting procedures.
- Keep board members fully informed on factors impacting the organizations.
- Train staff and volunteers.
- Develop festival design and place-making plans.
- Secure new bike share locations and increase ridership programs.
- Manage arts promotions and initiatives.
- Develop a street design manual and marketing materials for outdoor seating, bike facilities, and street amenities.
- Attend all board and leadership meetings.
- Complete special projects with City, Dearborn Chamber of Commerce, and business
leaders.
- Provide recommendations relative to the City participation in the Michigan Main Street
Program or the National Main Street Program.
- Prepare solicitations for services and goods consistent with the City procurement practices,
systemize bookkeeping and payable processes, remit invoices to the City accounts payable
division within seven days of receipt of invoices, secure payment of delinquent receivables
within sixty days of delinquency, monitor budget in relation to expenditures, secure approval by
before the services/products are secured.
- Pursue grant and donation funding to support additional financing, recommend fundraising
strategies and resources to achieve long-term budget goals, identify potential funding sources
including City, county, businesses, institutions, foundations, donors, and grants.
- Work with contracted vendor for Dearborn Branding to complete funded phases of contract and

- Attend weekly meetings with designated persons upon direction of the respective boards.
- Develop a strategic plan in coordination with the respective boards.
