(1) Vendor needs to provide environmental consultant services to the government authority located in Detroit, MI.
- Develop data, analysis, community input, and reporting protocol
- Identify health effects, both positive and negative, and demolition-related sequelae. Potential health effects and sequelae to evaluate may include:
o Heart disease
o Cancer
o Asthma
o Elevated blood lead levels
o Child well being
o Quality of life
o Mental health and stress
o Physical activity
o Personal and property safety and crime
o Unintentional injuries
o Neighbourhood stability
o Environmental contamination
- Design, plan, and implement the mechanisms to gather appropriate data, develop protocols for detailed analysis, and provide a comprehensive evaluation of the health impact of demolitions.
- Evaluate the impact of a 2018 pilot project that added additional safety measures to the demolition program.
- Use appropriate qualitative and quantitative methods to elicit community preferences in demolition activities, health outcomes, and potential remediation measures.
- Provide proposed mechanisms and tools for data collection and protocols for analysis prior to beginning data collection.
- Findings will be provided in the form of analysed data and a written narrative report.
(2) All questions must be submitted no later than October 24, 2018.
